# OE latest code, Docker Development - System Error Error : JSON.parse: unexpected character at line 1 column 1 of the JSON data

so ideally, it looks like the docker container for the web app didnt start well according to  
`liquibase.exception.LockException: Could not acquire change log lock. Currently locked by 5e2ff0e78ca1 ... since 6/20/26, 6:12 AM`. Liquibase uses a `databasechangeloglock` row in the DB to make sure only one process runs migrations at a time

What happens if you run

> docker compose restart webapp
