Try referring this thread [Mvn clean install -DskipTests command failure - #2 by thembo42](https://talk.openelis-global.org/t/mvn-clean-install-dskiptests-command-failure/235/2)  
And let me know if the error still persists!

Okay! Try following the above thread I mentioned earlier it’s for resolving the plugin issue only!  
Also can you please share one more time what `mvn -v` returns!

You can still set a development enviroment with docker with these [instructions](https://github.com/I-TECH-UW/OpenELIS-Global-2?tab=readme-ov-file#running-docker-compose-with-locally-compiledbuilt-artifacts-ie-the-war-file-and-react-code-for-developers) .

Unless you have a specific issue with running docker , then you can [set up the dev enviroment natively](https://docs.openelis-global.org/en/latest/dev_setup/) but its just a painful process without any extra benefits. All those steps were dockerized

Youll be able to hot reload your local changes with the above docker setup
