Clarification on Procedure: Direct Pull Request or Issue Creation?

When contributing to the codebase, I often come across small bugs that only require a few changes to fix. I’m just wondering: do I need to create an issue before submitting a pull request for these minor fixes, or can I go ahead and submit the pull request directly? I just want to know the process preferred by OpenELIS Global to ensure I’m following the correct procedure.
